Paid Not to Kill


The government is working on a plan that would pay land owners not to kill endangered species that wander onto their land. They will be compensated if the numbers increase but will receive nothing if they go down, just like stocks. There will be titles to these contracts, just like bonds that can be bought and sold. The government will take on the initial debt until people decide to buy and trade them.
